TMPGenc encodes the wav to mp2, which is the audio format Svcds use. Assuming this is the encoding method you want to use for audio then just input this in TMPGenc under the audio space and set your bitrate and frequency on the audio tab in the settings option. If you do use TMPGenc to encode audio I recommend you use ssrc.exe (shibatch encoder) as an external frequency rate converter and toolame.exe as an external audio encoder. Both can be set by going to Options/Environmental Settings/External tool. Load toolame in the Layer II box. Your mp2 file will be much smaller. At a typical bitrate of 224kbits-192kbits your audio stream is going to be around 150-250MB's.

What is your input file? Normally, HeadAC3he supports lots of file types. You'd be able to transcode into MP2 straight away. No need to transcode into WAV first. Also, you can use BeSweet.
