Unable to hear VST instruments on a new track?

Hi I've been trying to use VST instruments on a track, but I am unable to hear the instrument when I press a button on the virtual MIDI keyboard, even though I can see the volume meters move. This happens specifically when I create a new track and apply an instrument to it (Ctrl + T), but if I do Track > Insert virtual instrument on new track, I can hear it perfectly fine. I've already tried enabling Record Monitoring and it had no effect. All of the following specs were pulled from Piriform Speccy. OS: Windows 7 Professional Audio specs: USB Audio Class 1.0 and 2.0 DAC Device Driver VB-Audio Virtual Cable USB Audio Device Conexant HD Audio

This happens because when you create a track from the menu, it will automatically set the input to "midi all", it will enable the "rec arm" and "monitoring". while when you create a track and manually add a VSTi in the chain, you have to remember to set the "input", enable "monitoring", and "rec arm". There are some settings in the preferences where you can set the default behavior when you create a track.

what you mean for virtual keyboard? the internal one of Reaper? post some screen shot?
