To do this the officially "right way" and create a DVD-Audio disc, you'll need to use authoring software that specifically compiles to this format. (This is what the AUDIO_TS folder is for. No one knows why it's necessary when working with video/audio streams from movies and that's because it's not used at all) I know Minnetonka used to make a piece of software called A-Plus that was used to author DVD-A discs but I don't think they sell it anymore. I'm sure there are others out there but I don't know what they are off hand. If you're looking to just do this in authoring software you already have, you're going to want to find some video clips to use. The authoring software will not let you use audio tracks without an associated video track to assign them to.
@smok3, I've had good luck creating AC3 based music with ReelDVD. You still need something to display on the screen while it is playing -- I use a scan of the CD's jacket cover.

It is possible. It's called DVD-Audio. There are DVD-Audio discs sold at your local Best Buy. Usually it's a small section near the DVD-Video section. The problem is that you're probably not going to find a piece of software to do it outside of the one that I mentioned. There are probably others but I don't know what they are. Using the authoring software you probably have available, your only option is to associate the audio with some sort of video or the software will not compile it. As jdobbs mentioned, all you have to do is throw something out there like a scan of the CD cover or even a dummy video file. No one said you had to turn the TV on while you're listening to stuff. ;)

From my experience you should be prepared to spend a lot of time on this. But if you want to spend that time, why not just author a DVD with still pictures and audio? It works great and the pictures use almost no space at all. You can get around 50 hours of music on a single DVD with AC3 encoding at 192Kbs. I wouldn't set the bitrate any lower than that. With that much music -- you definitely want a menu system. I created a small program that creates the menu and album graphics from my MP3 collection. You can download cover art from AMAZON.COM. I'm convinced there is a market for some smart CD to DVD conversion software...
